William Fleming is the Director of Two Swords Security, an independent cyber security and risk consulting firm. He established the practice after almost 20 years in the education sector and more than a decade in security and risk consulting. With over 35 years of experience in information technology, he has led major risk programs and delivered complex cyber security initiatives across a diverse range of organisations.

His career spans large manufacturing environments, multiple levels of government, higher education, and multinational technology providers, giving him broad expertise in cyber security, risk management, regulatory compliance, and organisational resilience. William has also lectured in cyber security and risk management at RMIT University.

Responsible for security across an environment supporting more than 1,600 schools and 80,000 staff, William has extensive experience designing and managing enterprise-scale security programs. He has presented on cyber security risks affecting critical infrastructure, including energy networks, and has witnessed firsthand the operational, organisational, and human impact of major cyber incidents.

William is passionate about helping organisations strengthen their resilience against increasingly sophisticated cyber threats. He believes the protection of Australia's critical infrastructure is one of the most important security challenges of our time, requiring strong leadership, practical risk management, and a relentless focus on cyber defence.
