Sam Coulter is the Customer Solutions Manager – Recycling at Boral, where she leads the development and implementation of innovative recycling and circular economy strategies across the company’s construction materials operations. With experience spanning both the private and public sectors, Sam has worked across environmental management, infrastructure delivery, and sustainable materials innovation. Her expertise lies in integrating recycled materials into mainstream construction, with a focus on reducing carbon emissions and improving resource efficiency.

Sam has played a key role in the rollout of Boral’s skip-bin recycling program across Sydney’s concrete network, enabling the capture and reuse of returned concrete at scale. She has also contributed to the development of technical specifications and operational frameworks that support the use of low-carbon and recycled-content materials in major infrastructure projects. Sam is a strong advocate for industry collaboration and regulatory reform to accelerate the adoption of sustainable construction practices, and brings a practical, solutions-driven perspective to the panel.
