Mark Betts
Mark has built a 46-year career in Engineering and Project Management. He served as Director of Project Management and Continuous Improvement for the Victorian Government's Level Crossing Removal Program until 2023. Currently, he is an advisor to the Delivery Director and acts as an Owner’s Representative on Program Alliances delivering the LX Program.
Before his time with the Level Crossing Removal Project, Mark gained valuable experience leading projects in the heavy rail infrastructure industry, including the Victorian Regional Rail Link. He has also been involved in a variety of building and major infrastructure projects, such as the redevelopment of the iconic MCG Southern and Northern Stands and preparations for the Commonwealth Games. Mark is particularly passionate about sustainable procurement and delivery governance, especially in roles like Sponsor, Project Owner, and Contractor, where he helps deliver vital community infrastructure. He is interested in how these roles respond and adapt to challenges like risks and opportunities as they come up. Additionally, Mark co-edited a book on Strategic Integrated Program Delivery, which mentions the Level Crossing Removal Project. The book offers a practical model for successfully delivering alliance projects to achieve their aims. It also examines how this can be applied within the LXRP, shifting focus from individual projects to a broader program perspective. Moreover, it highlights how the LXRP’s strategy stands out from many other infrastructure programs around the world.
