Mandy O’Toole
Mandy O’Toole is a dynamic smart city leader passionate about leveraging technology, data, and innovation to improve community outcomes. She brings a collaborative approach to problem-solving, fostering cross-council partnerships, and sharing knowledge to drive meaningful change.
She is currently the Acting Head of Smart City Incubator at City of Melbourne, leading a team specialised in delivering digital innovation pilots and supporting city sensing initiatives. Prior to that, as City Sensing Lead, she was responsible for delivering a strategic sensor program to enable data-driven decision-making to better serve Melbourne’s urban community. Previously, at the City of Casey, she launched the award-winning Digital Equity Living Lab, and enhanced data storytelling through Casey’s Open Data Exchange.
Mandy also sits on the board of the Australian Smart Communities Association as Deputy Secretary. As a long-time member of the ASCA network, Mandy values its unique focus on local government and the opportunities it provides to learn from others, influence policy, and contribute to shaping the future of smart communities in Australia.
