Sydney Avenue–Howard Avenue Intersection Opens After $19M Corridor Upgrade

The new intersection linking Sydney Avenue, Howard Avenue and Division Road opened Tuesday morning, marking significant progress on Windsor’s major Howard Avenue corridor upgrade.

Mayor Drew Dilkens announced the opening on AM800’s Mornings with Mike and Meg, confirming the connection became operational between 8:30am and 9am.

The intersection’s opening was delayed until CN Rail completed commissioning of the upgraded rail crossing.

“I appreciate that they came down,” said Dilkens. “They worked with us to get that done in a timely way, and it’s a $19‑million project.”

Dilkens said the Howard Avenue reconstruction represented one of the city’s larger and more complex infrastructure efforts.

“During the summer it was very, very difficult getting down Howard Avenue, and it’s really been rebuilt top to bottom, underneath, lots of sewers, and above of course, a new road,” he said.

The new connection is expected to improve mobility across the south end of the city.

“Residents will be able to get from South Windsor over to that part of Howard and to Devonshire Mall much easier,” said Dilkens.

He added the upgrade would enhance safety and reduce congestion.

“This will relieve a huge amount of pressure; it’s a needed connection.”

The city completed its work on the intersection in December, but the opening was contingent on CN Rail’s commissioning timeline. Lane restrictions along Howard Avenue and Division Road between the Roundhouse Centre–Devonshire Mall intersection and Union Square Plaza were lifted in October as part of the staged reconstruction program.

Construction on the broader Howard Avenue corridor began in April 2025 and forms part of Windsor’s ongoing work to modernise key transport links.
