North East Link Project Deploys nPlan AI Tools as $11bn Mega‑Project Enters Final Phase

The Spark consortium delivering Melbourne’s A$11 billion North East Link has adopted UK technology firm nPlan’s AI‑driven project assurance and risk platform, aiming to strengthen schedule certainty as the project approaches its most complex delivery stage.

The North East Link — described as Melbourne’s “missing transport link” — includes 6.5 kilometres of three‑lane twin tunnels connecting the M80 Ring Road with the upgraded Eastern Freeway. Once completed in 2028, the connection will allow motorists to avoid 18 sets of traffic lights on airport trips and remove 15,000 trucks from local roads.

AI to Manage the ‘Riskiest’ Stage of Delivery

Spark will use nPlan’s Insights Pro platform, which draws on a dataset of more than 750,000 past project schedules across 10 countries and $2 trillion in capital expenditure — what nPlan describes as the world’s largest construction scheduling dataset.

According to nPlan, the platform helps major infrastructure teams quantify schedule uncertainty, identify risky activities, assess sub‑critical paths and evaluate schedule complexity.

Rui Gaiao, Project Controls Director at Spark NEL D&C, said the technology arrives at a pivotal point.

“It is in the later stages of delivery where risks can multiply quickly and delays can pile up suddenly,” Gaiao said.

“By partnering with nPlan, Spark NEL D&C is acting responsibly to ensure we have the best possible chance of completing the North East Link with confidence, supported by world-class data-driven assurance.”

nPlan co‑founder and CEO Dev Amratia said its customers turn to the platform because the scale of its dataset “gives them a uniquely powerful way to see risks clearly, manage uncertainty, and deliver with confidence.”

The Spark NEL D&C joint venture includes:

Construction began in October 2021.

nPlan Expands into Highways Sector

While nPlan has applied its technology in energy, utilities and rail, the North East Link marks its first Australian highways project. Its platforms are currently used on US$500 billion worth of live global projects.

The agreement follows nPlan’s recent US$16 million Series B round, co‑led by CapHorn, Chevron Technology Ventures and Suffolk Technologies, with participation from GV, Pentech Ventures and LocalGlobe.

Notable angel investors include Sir Ian Davis, Sir Demis Hassabis and Lord David Prior.

The deployment of AI‑driven project controls on one of Australia’s largest transport projects highlights a growing industry shift toward advanced data‑based methodologies aimed at reducing risk, improving certainty and completing megaprojects on time.
